FIFA is reportedly exploring a significant change to the rules governing penalty kicks, according to a report by German outlet Bild.

The proposal under discussion would eliminate follow-up attempts after a saved penalty. Under the new rule, if the goalkeeper saves the initial shot, play would be stopped immediately and a goal kick awarded to the defending team — effectively removing any chance for the attacking side to score on a rebound.

It remains unclear what the ruling would be in cases where the ball hits the post or crossbar without a save. FIFA has not yet officially submitted the proposal, but sources suggest an application will be made soon to the International Football Association Board (IFAB).

The change, if approved, could come into effect as early as the 2026/27 season. However, it would require IFAB's full backing. Notably, a similar proposal was previously rejected by IFAB after consultations with clubs and national football associations.
